Introduction to Health, Occupational, and Transportation Safety

This course introduces the student to the basic health and safety concepts associated with industry and transportation. Included are a comprehensive health and safety overview, a historical study of the legislative development and enactment of appropriate statutes, regulations and laws, the definition of safety terms, and a discussion of the ethics and professionalism required by the health and safety profession. This course also provides an introduction to the hazard recognition and reporting, evaluation, and control concepts used in risk management, accident investigation, ergonomics, and accident prevention.

This course will introduce the student to the wide world of safety, and is a requirement for the BS in Safety Management. Basic concepts of workplace safety and health will be discussed as they relate to aviation and general industry. The student will develop a comprehensive understanding overview of safety and be able to prepare for further study in the field. Students will have an understanding of how businesses manage safety and the regulatory responsibilities that organizations have to provide for worker safety.

Upon course completion, students will be able to:1. Explain the historical reasons for the development of occupational (workplace) safety as they relate to the workplace - aviation and general industry.2. Demonstrate an understanding of the regulatory framework of OSHA, FAA, EPA and DOT and the roles played by these organizations in the aviation and non-aviation industries.3. Explain the fundamentals of workers compensation.4. List and explain basic record keeping requirements of OSHA, FAA and EPA.5. Identify and discuss methods used in measuring and analyzing aviation and non-aviation safety statistics.6. Explain how accidents are caused, investigated and prevented using basic models and techniques7. Demonstrate a basic understanding of human factors/ergonomics, human psychology to safety, industrial hygiene, security fundamentals and responding to emergencies in the workplace8. Recognize the basic requirements of dealing with hazardous chemicals and wastes in the work place.9. Discuss the role of safety in the national airspace and in air traffic control.10.Identify and discuss the role of safety systems designed into aircraft.11.List the elements of a good safety program and demonstrate a basic understanding of how safety is managed in an organization12.Make a basic presentation on a current safety topic.

Upon completion, students will be able to:13. Describe the basic theories and principles of accident causation and prevention.14. Describe the basic principles of fire prevention, as well as how security and property insurance interface with fire prevention.15. Describe a “global” view of the overall safety effort and the effectiveness of that effort in organizations.

Located on the Daytona Beach Campus, the Jack R. Hunt Library is the primary library for all students of the Worldwide Campus. The Chief Academic Officer strongly recommends that every faculty member, where appropriate, require all students in his or her classes to access the Hunt Library or a comparable college-level local library for research. The results of this research can be used for class projects such as research papers, group discussion, or individual presentations. Students should feel comfortable with using the resources of the library.

Written and oral communication, as well as computer skills are emphasized in each course offered throughout the Worldwide Campus.
Topic 1. Course Overview Est. Hrs. 1 Student Outcomes: a. The student will understand how the course will be conducted including specific student requirements and expectations, and the grading system. b. The student will have an opportunity to have their questions concerning this course answered. Topic 2. Introduction to Occupational Safety and Health; Est. Hrs. 2 Introduction to Transportation Safety Student Outcomes: At the completion of this topic the student will be able to explain the history of occupational safety and transportation safety. Topic 3. Safety Concepts and Terms Est. Hrs. 2 Student Outcomes: At the completion of this topic the student will be able to explain basic aviation safety concepts, including safety first, blood priority, tombstone safety, known precedent, zero accident rate, accident causes, aircraft accident, fatal injury, incident, hazard, and risk. Topic 4. Safety Regulatory Framework Est. Hrs. 4 Student Outcomes: At the completion of this topic the student will understand the fundamental regulatory requirements, including OSHA, EPA, FAA, DOT regulations and workers compensation laws with additional understanding of the safety regulatory rulemaking process and joint initiatives underway between OSHA and FAA. Topic 5. NTSB and FAA Est. Hrs. 2 Student Outcomes: At the completion of this topic the student will be able to discuss the overall organization of both the NTSB and FAA, and understand the roles each organization plays in accident investigation. The student will learn the basics of the reporting and record keeping requirements under OSHA, FAA, and the NTSB, and learn the rulemaking process used by the FAA. Topic 6. Workman’s Compensation and Recordkeeping Est. Hrs. 2 Student Outcomes: a. At the completion of this topic the student will be familiar with workman comp laws. b. The student will also be able to explain the purpose of recordkeeping and the recordkeeping process under OSHA, FAA, EPA, and NTSB Topic 7. Accident Causation and Models Est. Hrs. 3 Student Outcomes: At the completion of this topic the student will be able to discuss the 5-M model, Domino Theory, and Reason’s Model; understand risk, risk management, and terms used by NTSB to classify accidents and understand the basic theories and principles thereof. Topic 8. Introduction to Industrial Hygiene Est. Hrs. 2 Student Outcomes: At the completion of this topic the student will be able to explain industrial hygiene and toxicology; discuss routes of entry and precautionary principles; understand how to recognize, evaluate and control industrial hygiene issues and risks Topic 9. Ergonomics/ Human Factors Est. Hrs. 2 Student Outcomes: a. At the completion of this topic the student will be able discuss the concepts of human factors, ergonomics, and Job Safety Analysis and the relationship to safety in general. b. In addition, the student will be able to discuss workplace and design issues. Topic 10. Fire Prevention and Protection Est. Hrs. 2 Student Outcomes: At the completion of this topic the student will be able to describe the fire tetrahedron, fire categories, fire extinguishers; become familiar with NFPA and OSHA regulations; discuss how to write and manage a fire program and security and how property insurance interfaces with fire prevention. Topic 11. Hazardous Materials Est. Hrs. 3 Student Outcomes: a. At the completion of this topic the student will be able to define terminology such as flash point, flammable liquid and combustible liquid; identify potential sources of ignition for flammable and combustible liquids and actions that apply to the components of a good plan for safe use of flammable and combustible liquids; and understand the basics of DOT Markings and Placards. b. The student will also become familiar with the Hazardous Communication Program. Topic 12. Managing the Safety Function Est. Hrs. 3 Student Outcomes: At the completion of this topic the student will be able to explain the functions of safety management; understand the role of safety in the organization; and explain the difference between audits and inspections. Topic 13. Voluntary Safety Programs Est. Hrs. 3 Student Outcomes: At the completion of this topic the student will be able to describe the current voluntary safety programs in use by the industry such as ASAP, FOQA, IEP, ATOS, and VDRP. Topic 14. Weekly Safety Article Reviews Est. Hrs. 3 Student Outcomes: During the weekly safety article reviews, the student will find and summarize a safety article of their choice, identifying and discussing the safety issues within the article. Topic 15. Presentation Est. Hrs. 2 Student Outcomes: At the completion of this topic each student will have completed a presentation on a current safety issue, including the relationship of a “global” view of the overall safety effort of the safety issue discussed and the effectiveness of the organizational effort. Topic 16. Quizzes, Examinations Est. Hrs. 4 Student Outcomes: a. During the weekly quizzes, the student will demonstrate his/her knowledge of the topics covered during that portion of the course. b. A critique of the quiz will also be included.
